Mansurjon holds a bachelor’s degree in Business Administration from the University of Westminster, UK. He is a certifiedPPP professional by APMG International.

Career at the Ministry of Foreign Trade of the Republic of Uzbekistan

From 2018 till 2019 Mansurjon Rasulev served as an Assistant to the Minister of Foreign Trade, providing executive assistance support to the top management of the ministry. Prior to this, he worked at the National Bank of Uzbekistan as an Assistant to the First Deputy Chairman.

Work at the Ministry of Agriculture of the Republic of Uzbekistan

In 2019-2020 as a Deputy Head of Department of Strategic analysis and planning, Mansurjon initiated and coordinated the development of the Strategy for the Development of Agriculture sector of Uzbekistan for 2020-2030, wich was later adopted by the President of the Republic of Uzbekistan. He also led efforts in securing EU's budget support of €40 mln. to support sector reforms.

USAID Agribusiness Development Activity

From 2021 to 2024, he held various roles at USAID Agribusiness Development Activity and UN FAO, supervising and executing projects in rural development, social inclusion, and digitalization.

Foreign Investors Council of Uzbekistan

Throughout 2024, served as Deputy Head of the Secretariat of the Foreign Investors Council under the President of Uzbekistan (EBRD consultant), where he facilitated public-private dialogue between international investors and the Government of Uzbekistan, leading to a series of reforms aimed at improving the country's investment climate.

Appointed in January 2025, Mansurjon Rasulev serves as an Acting Director of the Investment Promotion Agency under the Ministry of Investment, Industry and Trade. In this role, he coordinates efforts to attract foreign direct investment (FDI) across various sectors and improve Uzbekistan's investment climate.
