European Union Delegation to Uzbekistan
Toivo Klaar is since September 2024 the Ambassador of the European Union to Uzbekistan.
From 2017 until August 2024 he was the EU’s Special Representative for the South Caucasus and the crisis in Georgia.
He was also Head of the Central Asia division in the European External Action Service from 2015 to 2017.
Born in 1968, he is a senior diplomat with extensive experience working for both the European Union and Estonia.
Prior to joining the European civil service in 2005 as Head of the European Commission Representation in Estonia he held various senior national diplomatic positions, including Foreign Policy Advisor to President Lennart Meri (1999-2001), Director General for Political Affairs and Director General for EU Affairs in the Foreign Ministry and Advisor to the Minister of Defence (2003-2005).
He has a Master’s degree from Harvard University and is married with two children.
